Abstrakt
Artykuł szacuje współczesny koszt kapitału obligacji reparacyjnych, kalibrując historyczne spready Pożyczki Dawesa (1924) i Pożyczki Younga (1930) do warunków rynkowych 2025 r. Postępowano dwustopniowo: (1) skorygowano historyczne premie o zmianę globalnej stopy wolnej od ryzyka, (2) uwzględniono jakość instytucji (indeks rule of law Banku Światowego) oraz obecność klauzul waloryzacyjnych. Dla dwóch hipotetycznych emisji – niemieckiej (transfer na rzecz Polski) i ukraińskiej (zabezpieczonej zamrożonymi aktywami Federacji Rosyjskiej) – uzyskano równoważne spready rzędu 107 pb i 275 pb powyżej 10‑letniej stopy EUR OIS.
Test stabilności Domara pokazuje, że emisja RFN pozostaje fiskalnie neutralna przy umiarkowanym wzroście nominalnym, natomiast emisja ukraińska wymaga pełnego nadzoru wielostronnego nad rachunkiem escrow oraz utrzymania wysokiej dynamiki PKB. Analiza potwierdza, że zabezpieczenia materialne i kontrola instytucji międzynarodowych mogą znacząco obniżyć premię za ryzyko (jak sugerują dowody historyczne, o około 30–40 punktów bazowych), a tokenizacja redukuje koszty operacyjne, lecz nie usuwa ryzyka politycznego. Rekomenduje się stworzenie unijnych ram prawnych dla obligacji reparacyjnych, kompatybilnych z MiCA, DLT Pilot Regime oraz prowadzenie dalszych (regresja panelowa lub modele DSGE z komponentem reparacyjnym).
